Metering Implementation Schedule

It is important we can deliver on our commitment to have accurate, tamper proof and data logging meters so the government can implement the ‘no meter no pump’ rule.  The reputation of the entire industry relies on this being able to be communicated. 

This document has been developed to capture your farm information in relation to surface water, groundwater and floodplain harvesting metering and measurement information, its purpose is two-fold.

• Provides you a consistent and repeatable process to detail your commitment to metering and measurement reforms.  This form together with associated evidence, should be filed and presented to the Natural Resource Access Regulator if and when they enquire. 
• Captures required data to inform industry progress, timeline and your back-up measurement in place.  There are no other government systems in place to capture this information.  For this reason, we request you send the completed form back to us  for collation.

For this reason, capturing your current measurement process (the redundancy system if you cannot meet the deadline) is key to demonstrating your commitment.

Northern industry groups will collate this information on a valley basis and report to government to demonstrate and communicate your commitment.

What do you need to do?

You may like to gather the required information and start completing the form which you can download above.  Staff will be in contact with you to follow-up and collect the finalised document.

The priority information is for those who are required to meet the first deadline on 1 December 2020, for PUMP SITES that are GREATER than 500mm.  We are also wanting to collect information from members with eligible FLOODPLAIN HARVESTING ROI.

For surface water requirements – both regulated and unregulated.

Please check your Work Approval via the Water Register (select a particular water licence your 90AL number or approval your 90CA number).  This approval should reflect what infrastructure you have on the ground as compliance will be against your approval.  You can amend your approval via Water NSW. If the pump(s) are greater than 500mm, if you have not already, you must act immediately to prepare for the 1 December 2020 deadline. All other extraction sizes or methods are not due until 1 December 2022 but you may like to indicate your progress for these sites on the form and the numbers.

You will also need to access your iWAS account to reference the site IDs correctly.  Then you can complete the required form, with our support, or that of your Certified Meter Installer. Given the workload of the CMIs, we encourage you to speak with us first.

Please utilise the listed unavoidable reasons and provide little alternatives, simple explanation if any are recommended. Not taking any action is not an unavoidable reason. 

Attach/file your own evidence to the report and list it where necessary – industry does not need to see this evidence, but you need to capture it.

The form is designed to capture all your farm sites in the one location. You can repeat section 2 or 3 if you would like to complete for each individual site by copying those tables. 

For eligible floodplain harvesting ROIs.

Please capture the information from your most recent correspondence from the DPIE as well as, nominate your storages and a measurement method.  It is encouraged that all members agree to voluntarily measure as per the process outlined in the Floodplain Harvesting Measurement Policy 2020 and implemented recently in February 2020.  You are not required to be compliant to this Policy until 2021 or 2022.

For groundwater users.

The timeline for these sites are not until 1 December 2021 and you are not currently required to have telemetry.  However, you may like to complete the form to provide an indication of transition towards that deadline as well.
